The Florida Energy Code, specifically R401–R405 in the Residential Provisions chapter, references Manual J as the basis for HVAC equipment sizing on new construction. The reason for the requirement is straightforward. Oversized AC units short-cycle, fail to dehumidify, wear out prematurely, and waste electricity. Florida’s Climate Zone 2 designation — which covers all of Marion County — has high latent (humidity) loads. A correctly-sized system runs longer cycles, pulls moisture out of the air, and keeps humidity in the 45–55% range. An oversized system hits temperature setpoint fast, shuts off, and leaves humidity at 60–65%.

2. Uses Florida-specific climate design data. Most software defaults to Gainesville Regional (KGNV) for the Ocala area. Some packages support Ocala International (KOCF) directly. Either source is acceptable.

3. Generated by ACCA-approved software. Wrightsoft Right-J, Elite RHVAC, Cool Calc, and a handful of others. Hand calculations are technically allowed but functionally never accepted by reviewers.

4. Construction documents match the calculation inputs. Wall assemblies, R-values, and window specifications in the Manual J must match what’s drawn on the architectural plans. Mismatches are the most common rejection reason.

Air handler in unconditioned attic with no duct load. Florida requires the duct load to be calculated when the air handler is outside the thermal envelope. Missing this typically throws the cooling load off by 25–35%.

Equipment oversized by Manual S criteria. Calculation shows a 22,000 BTU/hr cooling load, but a 3-ton (36,000 BTU/hr) system gets selected. That’s 164% — well above the 115% sensible / 125% total ceilings. This is the same oversizing problem we see in existing Florida homes with humidity issues.

Heating mode missing entirely. Some software packages default to cooling-only output. Florida requires both heating and cooling loads even though heating is the smaller load in our climate.
